There's another Bill Russ who is a director, writer, and actor from USA. He's actually more known as his character "Retro Bill."

He's coming to my boy's school for an assembly and I wanted to see if there's any info on wiki. I would contribute but I never like to sign up for community sites and I've only time to find these two sources, though one of them is not reliable and the other is more of an advertisement.
