The copyright for the video represented is likely owned by Microsoft. The image is a small portion of the work (a single frame). The video is already of rather low resolution. In the article Doom (video game), it is used to illustrate a statement in the article, that Bill Gates appeared in a promotional video for Doom95, a port of Doom to Windows and DirectX. It is not replaceable by a free-content image.

This image is a screenshot from a copyrighted video, and the copyright for it is most likely owned by the individual or company which produced the video, and possibly also by any actors appearing in the screenshot. It is believed that the use of a limited number of web-resolution screenshots
