Bhabha Atomic Research Centre (BARC):

A premier multi-disciplinary Nuclear Research Centre of India having excellent infrastructure for advanced Research and Development with expertise covering the entire spectrum of Nuclear Science and Engineering and related areas. M.B. [1]

The enrichment of nuclear fuel by India using the CIRUS is illegal since it was built with Canadian and American assistance on the express condition and assurance that it shall be for peaceful research purpose. However, fuel from this reactor, and later the Dhruva, were used in Pokhran I ans II. Hence, the pariah status of the Indian nuclear adventure is warranted, much like Iran, Israel, NK and Pakistan.

Theta.Zeta: Agreed for the most part, and I have retained your edits. However, no evidence is presented to show that India is in violation of anything but the original agreement with US and Canada in re. CIRUS, so a sweeping statement saying that India is in violation of international law is unwarranted, as it the one about India being a "pariah" given the recent thaw in relations with the United States. Also, India is not a signatory of the NPT, so the provisions of the NPT do not apply.

@137.71.23.54: India has refused to sign the nuclear npt because of its discriminatory character, it places limits on non-nuclear weapons states but not on nuclear weapons states. Also, india is not like iran, nk, israel or pakistan, unlike israel it has declared that it has nuclear wepaons. not to mention, its taken forward steps including opening up its civilian facilities for international inspection and it has a policy which states that India will not attack first with nuclear weapons.
