Re "The city was occupied by German forces during World War II."

So? An entire western part of the USSR was too and there is an Eastern Front (World War II) for that.

There is a trend in WP to contanimate the locations articles with retelling the country histories. Look, for instance Kamianets-Podilskyi and its Talk:Kamianets-Podilskyi#Ruthenia/Rus' and on trying to retell longs stories in two sentences, as well as many other articles. Trying to retell the centuries in half a paragraph is useless. We should consentrate on the events withing the global movements more connected to the history of locations. The town of Uman was part of whatever country that controlled the territory but the WW2 Battle of Uman was noteworthy, hence mentioned. Here this phrase brings nothin but clutter IMO.
