I, the uploader, believe that this image when used in the article Internationalist (album), it constitutes fair use and meets all criteria in Wikipedia's non-free content policy. This is because

The image is a photograph of Bernard Fanning used in an article in an October 1997 issue of Drop-D magazine, and is used to describe him around the time of the production and release of the album Internationalist;
Fanning's politically-driven lyrics are critically discussed in the article, and this photo contributes to the readers' understanding of the subject;
The image isn't being used simply for decoration or to describe what Fanning looks like at the moment, it is being used to help the reader understand the particular era of Powderfinger that the article discusses;
No other freely-licensed images have been located of Fanning or any other band member around that era of the band, nor could a freely-licensed one be created;
