According to a New Yorker article, a mall in Hayward was the third ever enclosed mall ever built. I can not find out whether it is the Southland Mall or Bayfair (which I guess is technically in San Leandro). I would guess the southland mall, but the Bayfair definitely looks older.

Southland Mall was always indoor, but Bayfair was outdoor until the 70's or 80's.

CORRECTIONS: Montgomery Ward DID have access from the lower level, but since the parking lot was on different levels, it may have looked like you could only enter from the upper level. Macys also has a second level parking lot entrance on its south side. The Century Theatre was built on the southern end of the property where there used to be just parking. Additionally, the theatre is separated from the mall by a parking, as opposed to the former TJMaxx store which was attached to the mall and was an Alpha Beta market at one time
