[edit] Why disclaimed the second time?

Why was the peerage disclaimed in 2002? I had thought that the only reason that one would do so would be to serve in the house of commons, but after 1999 peers can serve in the Commons, yes? --Jfruh (talk) 17:09, 30 December 2006 (UTC)
