Dame Barbara Mary Kelly, DBE DL is the chairwoman of the Dumfries and Galloway Arts Festival.
She was promoted from CBE to DBE in the 2007 New Years' Honours for "public service in Scotland".
As well as heading the region's arts festival, she is also Convener of the Crichton Foundation.[citation needed]
