This image was found here [2]. The copyright to this image most probably belongs to the Soviet central government's successor, Russia unless privatized, since it appears to be an official Soviet work (perhaps by the SovFoto photo agency) of the USSR taken sometime during the 1970s. All property rights belonging to Soviet state were constitutionally declared all-people's domain. It is a photogragh of Soviet Marshal Hovanness Bagramyan. The author of the image is unknown but the same and similar images can also be found here [3], here [4] and here [5].

Image has been previously been published. Image is encyclopedic and otherwise meet general Wikipedia content requirements. Is being used in at least one article (Hovhannes Bagramyan). It contributes significantly to the article (identifies the subject of an article, or specifically illustrates relevant points or sections within the text) and does not serve a purely decorative purpose.
