Pretty much every page in a bad format has now been nominated for IfD by me and one other user (see User:Hut 8.5/Bad formats for what I think is a comprehensive list). I think the BadPDF template was better because it gave some other options that were available for PDFs, such as transwiki or conversion to PNG, that don't really apply to XLS or other formats.
