I thought I better explain on your talk page as it is a bit complicated. The image was taken by the Daily Herald newspaper c. 1945, but when the Daily Herald was converted into The Sun its picture library did not go with it, and it is currently at the National Museum of Photography, Film and Television. However, I think a claim could be made for fair use on the grounds that it is a specific posed photograph of a Minister at his desk which was taken as an official publicity photo (the Daily Herald was formally connected to the Labour Party at the time), there are no other images available, and it is unlikely to damage image sales (not a famous person and it's a tiny part of their picture library).
