The statement in the first paragraph regarding the number of refugees the United States takes in compared to other nations is somewhat misleading, unless compared as a proportion to the actual population of the various countries being compared.
Also, I'm pretty sure the assertion that the United States is bound by the 1951 Convention and the 1967 Protocol is erroneous. The United States declined to sign those particular treaties, instead passing it's own domestic legislation that has similar language to the Convention (but allows US Immigration Courts to interpret the language in a way that is far less helpful to prospective refugees than is indicated in the Protocols).
The latter half of the article, starting with "Application for Asylum by Individuals in the United States" appears to be much better informed, note the author distinguishes between a substantive right to asylum and the substantive right to have the asylum claim reviewed, etc. I think this part of the article is very dense, however, and should be broken up more by subheadings for easy reading by those without legal training.
