The closing admin does. S/he reads arguments and never count unless both arguments are somehow weighting the same. In case some people are unhapppy about the closure but still have valid arguments against it, they can refer then to WP:DRV. -- FayssalF - ^{Wiki me up®} 01:26, 20 May 2007 (UTC)
