The Synaptic Solutions article is not intended to be spam. Its purpose is to make a short presentation about the company.

It may not meet the notability you desire but precedents exists in categories like Category:Companies_of_Romania, Category:Companies_based_in_Bucharest.

The notability issue is relative and I didn’t find exact references of what is considered notable and what not. For you Synaptic Solutions is not a notable company but for the 100000 people that visit TopGear Magazine website each month it may be of importance that they use Synaptic's Content Grinder technology. Also for the 10000 truck drivers going through Nadlac Customs each week and get fined because of extra weight the truck carries, it may be important to know who built the software that does this.

Please keep in mind that what you consider less notable others may not, this is why an encyclopedia contains information for all of us.
