Character from a Flash comic that has no Wikipedia article (which itself doesn't seem particularly notable). Only 6 displayed hits for "Welding Man" "burnt face man". If kept, it should be moved back to Welding Man, since there doesn't seem to be a need for disambiguation, and it doesn't seem to have anything to do with television.
