I put this up for AfD before and it generated a discussion at Wikipedia_talk:Articles_for_deletion/Common_outcomes#Local government. The consensus of which was that being a London Borough councillor was not notable unless there was something else. I've since tidied the article and added references, and the article really isn't up to much. He's just not notable as per WP:BIO#Politicians, so now the outcomes debate is over I'm relisting.
