Article about an Albanian youth project. I don't know if the organization itself is sufficiently notable but it's clear that the current content is not an encyclopedia article: it's a brochure. Most likely, English sources do not exist so it's hard for me to judge the importance of the project but unless one can certify that sufficient coverage exists in Albanian, this should be deleted.
