Does not seem to satisfy WP:BIO. Unless I'm missing something, he seems to be a fairly obscure cartoonist; who has won only a few awards, all of which seem to be relatively minor; and the most notable thing about him seems to be his involvement in a very brief controversy about one of his cartoons at a college newspaper.
