This image qualifies as fair use under US copyright law, whereas:

1. There is no free equivalent. There is no free image that can, at this time, adequately depict Arthur (a character in The Tick, as mentioned above).
2. There is respect for commercial opportunities. A screenshot cannot take the place of an animated series.
3a. There is minimal use. The image is used on one article once.
3b. It is low-resolution/fidelity. The image is a jpg file.
4. It has been published outside Wikipedia, being a screenshot of an aired television show.
5. The image meets general Wikipedia content requirements and is encyclopædic. The image serves to illustrate Arthur, in order to give the reader a better idea of what he looks like.
6. It meets Wikipedia's media-specific policy (although it could be saved and re-uploaded as a PNG to better conform to said policy).
7. It is used in at least one article. See links below.
8. It contributes significantly to an article. Without it, a reader would be left with an idea, but perhaps not a proper or complete one, of what Arthur looks like.
9. It's use is restricted. It is not used in any other namespaces other than the main article space (mainspace).
10. The description page meets the proscribed standards.
