I changed the date of the inclusion of the two coastal counties from 10/21/07 to the correct 4/27/08. On 10/21/07, permissive dialing begins, which means local calls can be dialed as either 7 digits or with the 503 area code. Because no other area code can be dialed in the permissive phase, 971 cannot be assigned or used. Mandatory dialing begins 4/27/08, after which 971 (or a new area code) can be used, subject to office code assignment. 4.242.156.150 15:25, 24 May 2007 (UTC)
