[edit] Last to serve without being elected Mayor??

Is Kline really the last man to become Mayor of NYC by being elected to another office? What about Joseph V. McKee (who took over after Jimmy Walker fled the country in 1932) or Vincent Impellitteri (who took over after William O'Dwyer did the same in 1950)?

I think that, working co-operatively from what's easily available, we've successfully completed the rather bare, colorless outline of Kline's career, but can anyone come up with some significant achievements or striking opinions in his rather short terms of office?
