Mythsearcher, I think that you are correct that quoting the whole section verbatim would be on the shady edge of copyright violation even with proper attribution.
What I was trying to state in my comment was that the following phrasing could be improved by being more exact about who said it where:
- According to the source 'Gundam Officials', the Federation needed the treaty to be signed because:

- AUTHOR NAME in BOOK NAME says that the Federation needed the treaty to be signed because:
and
- The 'Gundam Officials' source also states the Principality of Zeon agreed to the treaty in light of the following factors:

If I understand the citation you included, I would suggest:
