I added the third paragraph and made minor typographical changes to the article. The article did state there were lay members; it did not say much about who they were or who they represented. I tried to correct that. It made the statement that a charge would have a lay member; there can be more than oneChuckw-nj 10:39, 29 March 2007 (UTC)
