[edit] Is he afflicted by dwarfism?

I ask because someone once said to me 'that man on the radio who is a dwarf...well he has a dwarf's voice'. And if you listen you will know what I mean. He sometimes mon his lack of neck, so I wondered if he had a mild form of dwarfism.
