An anchor is "aweigh" when it is no longer touching the bottom. The anchor could be "aweigh" but still be in the water by this definition. The report anchor's aweigh follows the report "anchor's up and down." The definition of bringing it aboard is entirely different. Once the anchor is aweigh, the ship is considered to be under way, even though it may not be making way.
