The fair use rationale is that it serves as visual identification; being as old as it is, it adds some historical color to the article; it does not conceivably diminish the commercial value of the book; it does not constitute more than a negligible portion of the book's content; and, as stated in the licensing text, "It is believed that the use of low-resolution images of book covers to illustrate an article discussing the book in question on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under United States copyright law."
