Queen Katharine from Shakespeare's Henry V, Act III, Scene iv.
I've been unable to find out this artist's death date. Prints of this image were, however, offered for sale in various formats during the 1890s, so it is public domain in the U.S. If someone can find Laura Alma-Tadema's death date and it is early enough to make the image public domain worldwide, then by all means change the tag (and maybe upload it to Commons).
