Licensing: The family of Omar Khadr has personally released all copyrights associated with the family or Omar directly. In case that is not the situation with this photo, it is believed to fall under IEEPA sanctions.

Rationale: If this image is not Public Domain, then it satifies the notion of Fair Use - it is of a non-reproduceable event, the subject allegedly engaged in international terrorism with al-Qaeda - it is of low resolution, and any potential owners to the image have no commercial stake in, thus representing no financial loss. In addition, the family has released any stake they may have in the image's copyright.

The copyright in this image is believed to be held by a person, organization or state subject to U.S. sanctions under the International Emergency Economic Powers Act (IEEPA, 50 U.S.C. Chapter 35).
