To my eyes, the quote summarizes pages 464-469 of his book Universal History: From the Creation of the World to the Beginning of the Eighteenth Century which is on Google books at http://books.google.com/books?vid=OCLC02547184

Here he has finished describing the historical arc of Athenian democracy and moved on to the Roman republic where he begins to draw parallels between the two as well as other cultures. Perhaps the reduced quote originated in a review or critique of this book? BTW, it's an excellent read. Jolomo 19:20, 30 August 2006 (UTC)
