Argh not again. Blocking seems to be pointless ... this person seems to be on a dynamic IP and can just float around until they find an IP address that's unblocked. I've Blocking just slows the person down rather than stopping them. I wonder if semi-protecting a few, but not all, of the Rugrats vandal's favourite targets will shock them a bit? Actually the vandalism levels on that page are nowhere near as bad as they used to be - the George W. Bush vandalism was one of the main reasons for implementing semi-protection, and before that, the editors disabled section editing on that page so *everyone* could see their comment at the top saying something to the effect of "you will be blocked without warning if you vandalise this page".
