So, this is just about flying to the USA, not about taking commercial flights in general. It certainly looks that way, from the requirement for a US address. If this is so, the article should make it clear, as there's lots of air travel in the world that doesn't go to the USA, which this system will not apply to.

Just making this clearer, APIS data is required to travel to Canada, USA and other countries. However, the address of the first night spent in the country is only a requirement when travelling to the US. Do not confuse with APP which is used for Australia. Source:British Airways Check-In.
