Registered with the University of Manitoba, though used by other school(s), this IP address has been vandalizing since September 2006 and has had nine blocks since then. In January 2007, Kusma gave them a 6 month block, ending in about a week from now. The school year is going to start this fall so maybe the U of M could be contacted and the school(s) that get Internet through them could be warned. Thanks!
