Bill King XVII does not appear to be notable because he hasn't been covered extensively in any reliable third-party sources (see WP:RS), and does not meet the biographical guidelines at WP:BIO. In short, he may have done a few things here and there, but simply making two cameos on two TV shows isn't enough, nor is alleged "fame" on Facebook (Wikipedia usually bars linking to Facebook anyway). IMDb is not a reliable source and generally should be discounted as well. I doubt that there's a chance that it can be kept, given his very thin claims.
