The remnants/remains of the unusual Storm 91C making landfall. This was originally from Wikinews. Its PD and other info is reproduced verbatim with notes and additions. Original description was: "Storm 91C making landfall in Washington."

Wikinews page says: http://www.nrlmry.navy.mil/tc_pages/tc_home.html That particular file is not available there anymore. The website in question is the US naval research laboratory. The head URL/Website address says that "This is an official U.S. Navy website" [1]. Hence, this is in the public domain.
