It is almost common knowledge that the Schuman plan was drafted by Jean Monnet. He then tried to obatin support for his ideas. As a result he contacted first Bidault (the prime minister) and afterwards Schuman (the foreign minister) who accepted to back up the plan. There are many references on this subject. You just need to open almost any book on European integration. A reference might be appropiate but not crucial.
