but why can't I edit?

Okay, here is the block log... http://en.wikipedia.org/w/index.php?title=Special%3ALog&type=block&user=&page=User%3A91.108.192.0%2F18 It appears that there is a large amount of abuse coming from this range, and that the block is based off check user evidence. Hi there. I apologize for that blocking this IP range was necessary. You can see from the block log above that we have been dealing with a long-term abuse problem, and it is of a particularly disturbing nature. Fortunately, the block only affects logged-out editing. As your block notice should have told you, you may edit if you log into your account first. Currently, if you need to register an account still, the block will prevent that. In order to create an account, though, the unblock-en-l list is set up to help create accounts for people experiencing IP blocks.
