Hi. Can you tell me which reference source defines municipality in such a way that it is exclusive from city? According to the Wikipedia's municipality article and The American Heritage Dictionary, a city or town is a municipality. And this Census page here not only lists all the cities in question as "municipalities", but ranks Union City first and New York City second. (Strangely, Guttenberg isn't on the list.)
