Decline reason: "Qst isn't blocked for being a sockpuppet of Molag Bal. That 'charge' is still being investigated. Qst is blocked for using IP's similar to this one to edit-war and insult others. The investigaton into whether Qst is MB will be done properly. Please stop IP-hopping.
