Hi, This IP is used by Birmingham Grid For Learning which supplies Internet access to most schools in Birmingham, UK. BGfL recently reconfigured our proxy servers so our external IP have changed. Our old IP's were usually blocked for editing due to a huge torrent of vandalism. With at least 50,000 teenagers I really think the hard working wikipedians would save a lot of their time if this IP was permanently blocked.
