According to the Oxford Illustrated History of Italy, the only reason that Mussolini incorporated anti-semitism into his fascist state was to appease Hitler, his only political and economic ally at the time. Hitler was accusing Mussolini of being anti-miliataristic and thus not fascist because he was hesitating to join Germany in World War II because he feared that his army would be humiliatingly defeated, which it was when he did join.
