Hi Colin, I have opened a discussion on the copyright status of material from the The National Gazetteer of Great Britain and Ireland at Wikipedia_talk:Copyrights#Copyright_of_transcribed_public_domain_works. You are welcome to join in the discussion there. it is my understanding that copyright law does not grant copyright to transcriptions of works in the public domain, as you are claiming, but my knowledge of this specific case is limited.
