My proposed artical on Wikipedia has had the criteria "criteria for speedy deletion" attached to it although a {{hangon}} notice has also been attached. The criteria notice was applied under the rule for blatant advertising.
2 of my books are held in University Libraries and elsewhere, ostensibly because of their Jewish content and dispiction of life of Morrocan Jews prior to and shortly after WW2. This is the encylopedic content of the books. They are held in University libraries and elsewhere for that reason. The Morrocan phase of Jewish culture, which existed for centuries, is all but over, hence the historical significance of the books which have IBN numbers.
' My question therefore is as follows:'
Under the "verifiability" criteria would a written statement from the Universities etc., stating why they hold the books, serve as sufficient evidence of their encylopedic content for Wikipedic purposes?

The artical itself would be changed accordingly to concur with your policy.
