Hi there; it's nothing to do with whether there's enough information for an article; it's about whether it's started filming. The notability guideline for films states that a film shouldn't have its own article unless production has commenced. This is because so many things can crop up which delay, or even cause the cancellation of, a production. Look at State of Play's recent problems, for example.
