This is an dynamically generated IP for an open WiFi network. There is absolutely no evidence that this IP or anyone using it violated any of Wikipedia's policies. However authorities working on behalf or the United States government have infiltrated Wikipedia and our abusing policies and privileges in any way they see fit to ensure Wikipedia contains the precise propaganda they want it to contain.

You can examine the history of these accounts and see that no violation of Wikipedia policy warrant the measures taken by the US authorities on Wikipedia.
