IP users cannot move pages, only autoconfirmed (non-IP users after 4 days and I think some edits) users can. However, this page is unusual because it requires moving over a page that has already been created - per GFDL, we cannot "copy-and-paste" move, we have to delete the page Magnetic Resonance Imaging, move Magnetic resonance imaging (no capitals) to Magnetic Resonance Imaging (capitals) then fix the redirects.
