In times of war they don't need bulk carriers. In times of war they need ships which can handle containers and/or break bulk cargoes; so called "multi-purpose" ships. The reason being: During war-time, you need finished goods as the factories/bakeries, etc etc are closed therefore cannot utilize the bulk cargoes which bulk carriers deliver.
