Liberal theory in INTL holds the same view of human nature which is what the preceding line referenced. Built on economic liberalism it seeks to channel that competition or mitigate it through opportunities for mutual self-interest (sometimes trade) or institutions built on international norms of behavior. It is wrong to say that liberal theory sees human nature as fundamentally differing from realist conceptions. It is only that liberals (in their overwhelming modern form) argue that cooperation is possible if there is recognition of mutual self-interest. They seek plans to facilitate this and explain the holes of peaceful cooperation in realism.
