When creating a new section on a Wikipedia talk page, the accepted procedure is to put it at the bottom of the page. The easiest way to do this is to click on the "+" tab at the top of the page. This will give you a page with a text box. Putting your comments in that box and saving will automatically put them at the bottom of the page. --Steven J.
