Though there is no specific policy (or even a guideline), my experience here tells me that links to web forums are generally seen as unfavorable. Forums aren't specifically mentioned at Wikipedia:External links, but has guidelines about adding a single directory for multiple links related to a given subject. Wikipedia is not a web directory.
