Hi. You say "the fact of thre matter is, I did make something just like UAC, but in my opinion, better". You are not alone in this; many other operating systems have similar privilege elevation systems (see: Comparison of privilege authorization features), and people other than you have written third-party privilege elevation systems for Windows. But this is not relevent to the User Account Control article. That article is about how User Account Control works. If you wish to feature your program on Wikipedia, you need to start a new article for it specifically; not dump the information on the User Account Control page. I would warn you, however, that an article on CPULock that you could write must include evidence of CPULock's notability, in the form of references to reliable sources that are independent of the subject; otherwise, it may be deleted.
By the way, you are welcome to continue editing articles without logging in, but if you wish to create a new article as I suggest above, you will need to create an account.
